Procurement Mobile Implementation Officer (m/f/x) - MSF Belgium
CONTEXT
The Supply Chain Department is responsible for the entire supply chain management of MSF Belgium’s Operations at international and local level. As part of this, the Procurement direction is responsible for the international procurement of its European Supply Center, MSF Supply, based in Brussels, but also for field local procurement and headquarters procurement, looking after a total of around 210 M EUR of procurement budget. Our aim is to improve the efficiency and risk management of OCB procurement by increasing the level of expertise and disseminating best practices to the projects, through a comprehensive and cross-functional approach.
To support operations in our interventions, we are recruiting a Mobile Implementation Officer (MIO) Procurement to strengthen the team.
MAIN RESPONSIBILITIES
- Visit the projects upon request to support the local team with the development of procurement strategy, including:
- Spend analysis
- Needs analysis
- Market analysis & Strategy
- Supplier selection process
- Negotiation & supplier selection
- Contract management
- Supplier performance management
- Adherence to the priorities predefined in the ToR developed by the Field Procurement/SCO and/or Network Manager
- Based on the ToR request, to provide procurement training and mentoring for the project staff (Supply, procurement, Logistic, Finance, Technical Referents,..)
- Ensure clear communication (HQ/projects), alignment of expectations, understanding of context, formulation of findings and recommendations during the assignment and report to the Field Procurement/SCO and-or Network Manager
- Alignment with colleagues to ensure the continuity and follow-up
- Cover gaps in procurement positions based on ToR
- During the assignment, advise the intervention on procurement processes, tools according to MSF standards and protocols
REQUIREMENTS
Education and experience
- Master’s degree in business administration or supply chain management is required
- At least 5 years of experience in procurement (including data analysis, sourcing, complex negotiations and contracting) or a position in a different domain entailing the same components
- Good knowledge base in supply chain processes and financial budgeting is a strong asset
- International experience in procurement /supply chain functions with MSF or other NGOs is an asset
- Computer skills: proven ability to work with Office and ERP, especially proficiency in Excel is an asset
- Project management experience is an added value

- Proficient level in English and French, both oral and written is mandatory
CONDITIONS
- Expected starting date: 1st April 2025

*Due to administrative constraints, given the duration of the contract, candidates might already need to have the permanent right and/or a valid work permit
*Other locations with an MSF entity in the European time zone can be exceptionally considered, provided they are well connected to our intervention countries
- Mobility: up to 70% in MSF projects
- Contract type: Fixed-term contract – Full-time
- Contract duration: 12 months, possibility of extension
- Salary according to MSF-OCB grid
- Medical Insurance 100% covered as per international package - 45 paid leaves
- The contractual terms and conditions will be established according to the place of work, legal constraints and in respect of MSF standard function and salary grids
