CONTEXT
MSF's mission in Belgium aims to address, through a multidisciplinary and collaborative approach, the health needs and key social determinants of the most vulnerable segments of the population, including migrants in transit and undocumented migrants, while proactively engaging in assessing main difficulties and promoting institutional change.
The Belgian mission is structured around 5 axes of intervention:
- Outreach: multidisciplinary package of care including primary health care, mental and psychosocial support, health promotion, intercultural mediation and referral to specialized medical care if necessary, in parkings/squats/centres along the migration routes in Belgium.
- Mental health: first line mental health care at the Humanitarian Hub and second-line service in the Refugee Medical Point.
- Detention: access to a second medical opinion consultation, through a medical volunteer group, for migrants in the administrative detention centres in Belgium.
- Emergency response
- Advocacy & communications’ interventions on the policy of non-reception
MAIN PURPOSE
Provide medical care to patients according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients’ health conditions.
RESPONSIBILITIES
- Apply medical knowledge and skills to diagnose and prevention. Carry out consultations, prescribing the necessary treatment respecting MSF and local protocols.
- Support the Medco in the preparation of the medical orders by writing the prescriptions.
- Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
- Follow up the evolution of patients, through consultations and examinations, prescribing the necessary treatment following MSF protocols.
- Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection, and sterilization of the medical material. Assure general compliance with standing hygiene standards.
- Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patient’s illness, medical error and monitors the proper functioning of the department, equipment, or material.
- Ensure ongoing training of the medical/paramedical multidisciplinary team in both MSF team and partners in order to optimize the quality of care.
- Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensure professional confidentiality is respected.
- Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, directly participating in emergencies and on calls if necessary.
- Active participation to the scabies intervention (screening, consultations, referrals) together with the IPC manager.
- Ensure that the nutritional status of the UAMs is assessed and recommendations given to the Medco and the coordinators of the centres for action plan.
- Support the Medco in the preparation for implementation of the STI screening and for quarterly vaccination booster in the squats by involving other actors.
- Active participation to the discussions about the medical package for the UAMs including medical consultation, vaccination, nutritional screening, physical/sexual violence in all its components.
- Carry out first line medical consultations and prescribe the necessary treatment respecting MSF protocols in squats and other informal settlements. Together with the rest of the medical team you will be responsible for referrals when needed.
- Carry out medical consultations in the two unaccompanied transit minor shelters in Brussels.
- Identify patients in need of medicolegal certification and prepare these certificates.
- Participate in the collection and analysis of epidemiological and project data, checking its validity and informing the coordination about any problems or issues needing further investigation.
- Follow up the use and the consumption of the vaccines in the 2 UAMs together with the nurses.
- Ensure the referrals of the UAMs to external specialists and hospital (for instance HUDERF)
REQUIREMENTS
Education
- Medical Doctor diploma and authorization to practice in Belgium. Diploma in Tropical Medicine essential
Experience
- 2 year's experience minimum as a Medical Doctor or in clinical work (can be within medical training). Desirable in tropical medicine, or post-registration experience in Public Health, obs and gynae, paediatrics, A, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.

- Salary according to MSF-OCB HQ grid
