Regional Procurement Manager Latin America (m/f/x) - Rio de Janeiro - MSF Belgium 

CONTEXT 

The Regional Procurement Position is based in Brazil and has the mandate to support the operations wherever OCB operates in the Region. As the Regional Procurement Manager (RPM), you are not a substitute for the local team (including the Procurement Manager where one exists) nor are you accountable for the local procurement. The RPM may work with and support the Partner Section’s strategic buyer as needed and by mutual agreement. The RPM covers both goods and services requirements. 

The assignment of the Regional Procurement Position, being in proximity to the center of operations, is to:  

  • Coordinate the development and implementation of the regional Strategic Procurement for regional and local purchases with the aim of providing actionable and effective sources (for goods and services), optimizing the efficiency of the supply process and the use of financial resources, while complying with MSF protocols, standards, and procedures and aligning with the local context and operational strategic objectives. 
  • Develop and maintain market/regulation intelligence (including pilot testing) in the Region (including North America) to support the Procurement strategy, as well to benefit the users in the projects and the Global Procurement network for the strategic categories. 
  • Build procurement capacity by providing technical coaching, training and advice on procurement processes and best practices to the regional and local teams in the projects. 
  • Create and animate a community of practice in the Region. 

RESPONSIBILITIES 

  • Develop and manage knowledge of local and regional markets, regional trade and customs agreements, local trade laws & regulations and policies, as well as MSF’s operational context and needs in a region; 
  • Develop market assessments and benchmarking analysis (including local, regional, and international sourcing options) to gather all required information to feed the procurement strategy. 
  • Develop and coordinate a regional network both internal and external (suppliers, infrastructure, economical regional collaborations, 3PL, NGOs,….) 
  • Monitor the intersectional procurement activities (contracts, savings, lead times, performance of procurement and suppliers, etc.) 
  • Develop a procurement strategy for services as they are not covered by supply/procurement staff working in the projects, empowering local Procurement Managers and Supply Coordinators to support this responsibility when the projects are prepared and/or propose a solution at regional level when they are available; 
  • Develop a regional procurement strategic vision consistent with operations strategic goals to feed the supply design and strategy at regional and local levels; 
  • Lead and collaborate with Project and Partner Section procurement focal points (where applicable) to develop and implement the regional procurement strategy, defining the categories to be addressed at the regional level and their respective action plan, in coordination with the relevant internal stakeholders. 
  • Lead the regional spend analysis based on the information provided (historical spend, budget and forecast) by the procurement focal points (Logistics, Supply Coordinators, and/or Procurement MGR), in order to identify key suppliers, procurement categories and guide the definition of priorities. 
  • Identify and implement procurement synergies between operations, partner section and/or other projects whenever possible; 
  • Develop and lead the implementation of regional procurement governance in line with the global network; 
  • Provide strategic guidance and advice to the projects in order to develop their local procurement strategy; 
  • Build procurement capacity by providing coaching and training to staff  on procurement (fundamentals, process, negotiation….) 
  • Develop a procurement community of practice in the Region including representatives from other sections (on voluntary basis). 
  • For the categories managed at regional level according to the priorities defined in the strategy: 
  1. Define and implement a decision-making committee; 
  2. Gather the needs from the projects and partner sections and lead the necessary coordination to carry out the supplier selection process (codes, designation, specifications…) 
  3. Manage the sourcing and supplier selection process involving the procurement focal points of the projects concerned in each major decision and the technical referent as required by the LOG/MED quality policy 
  4. Draw up the necessary contracts or agreements and ensure their approval 
  5. Calculate and communicate savings where applicable 
  6. Lead the development and implementation of Supplier Performance monitoring 
  7. Manage supplier relationships to ensure quality of products and services provided 

REQUIREMENTS 

Education & experience 

  • Master’s degree in business administration or supply chain management is required 
  • At least 5 years of experience in procurement including data analysis, sourcing, complex negotiation and contracting or a similar position  
  • International experience in procurement /supply chain positions with MSF or other NGOs is asset 
  • Experience in project management is an asset 

Competencies 

  • Good knowledge in supply chain processes and financial budgeting 
  • Ability to work transversally, in a multicultural environment and in remotely 
  • Analytical mindset, organizational skills and autonomy 
  • Result-oriented and customer service orientation 
  • Proven diplomacy, ability to build a professional network and listening skills 
  • Computer skills: proven ability to work with Office and ERP, in particular a good command of Excel 

Languages 

  • Fluency in English (oral and written) mandatory 
  • Fluency in Spanish or Portuguese (oral and written) mandatory 
  • Intermediate French is an asset 

CONDITIONS 

  • Starting date: June 2025 
  • Location: Rio de Janeiro (Brazil)  
  • Mobility: 40% of visits to the projects 
  • Contract type: Fixed-term contract – Full time 
  • Contract duration: 2 years, with the possibility of an extension 
  • Salary according to MSF grid and conditions  

    The contractual terms and conditions will be established according to the place of work, legal constraints and in respect of MSF standard function and salary grids
