CONTEXT
At the heart of the Operations Department in the Operational Centre of Brussels (OCB), the cells are comprised of a multidisciplinary team of 7 people, including Coordinator of Operations (CO), Deputy CO, Medical Officer, Human Resources Officer (HRO), Logistic, Finance, Supply. Their role is to supervise and coordinate MSF activities in several countries. The cells are the direct interface from HQ to international programs.
The Medical Officer is an essential medical position inside the cell. As the MO you ensure/ safeguard together with the medical coordinators the medical quality of the projects. It is a critical position to ensure a strong overview and support in the preparation and implementation of our projects. The countries supported in the respective cell are the following: Afghanistan, Bangladesh, Belgium, Indonesia, Poland, Pakistan, Serbia, and Ukraine.
RESPONSIBILITIES
The Medical Officer’s (MO) core function is to enhance/ optimize the operational support/ guidance to the programs in order to ensure achievable and context-adapted quality of care.
Strategy Implementation Planning:

Co-Define and Co-design the MedOps strategy implementation with the medical coordination teams and Deputy Coordinator of Operations (CO).
Strategic Oversight and Monitoring:
-
Ensure comprehensive monitoring and follow-up of the medical strategy implementation across all missions through regular and ad hoc support to the medical coordination.
Project Implementation:
-
Provide regular support to Medical Coordinators in the follow-up and implementation of projects in coordination with Deputy CO.
Policies and Guidelines Management

In collaboration with the medical department ensure that medical resources, policies, and guidelines are relevant, appropriate, available, effectively managed and contextualised within the programs
Quality of Care (QoC) Implementation:

Ensure and actively monitor the implementation of QoC standards and improvement plans across all programs
Medical Activity Analysis:
-
Responsible of monitoring and analyzing medical activities and ensure data-driven decision-making in collaboration with Deputy CO
Medical stock strategy and Management:
-
Oversee the review, planning, and validation of the medical standard list, medical forecasts and medical orders including emergency preparedness (EPREP).

Define medical stock management strategy and monitor its implementation (e.g., GSDP, SoPs etc) in collaboration with the supply officer and program teams.
Human Resources Planning and Management:

Oversee the regular follow-up of HR needs of the programs, including the revision and planning of HR requirements, together with the Deputy CO, the Human Resources Officer (HRO) and Pool Managers (PMs)
Budget:
-
Collaborate with the Deputy CO to ensure cost-awareness in medical decision-making, balancing quality of care with resources availability, context specificities and sustainability. Participate in MedOps budget planning and management.
Emergency Response:

Engage in medical support/guidance to the programs for emergency responses together with the Deputy CO and med department referents.
EPREP: Ensure that the Emergency Preparedness and Response (EPREP) strategy and scenarios are regularly updated and adapted to the evolving contexts in collaboration with Deputy CO
Staff Health:

Review and validate health policies for both International Mobile Staff (IMS) and Locally Hired Staff (LHS), ensuring comprehensive and effective healthcare provisions in collaboration with the SHU (including medical evacuation)
Coordination with medical department:
-
Engage with medical referents bilaterally or lead group discussions/working groups to support projects and enhance collaborative efforts.
Communication and Information Flow:

Promote open communication and information flow within the cell, the medical department, and the missions on all MedOps-related issues

Maintain transparency and alignment across teams to foster a collaborative operational environment.
Replace the Deputy CO during their absence or upon request, ensuring continuity of medical technical and strategic decision-making.
REQUIREMENTS
Education & Experience
- Medical or paramedical degree
- Minimum 3 years of international MSF experience
- Minimum 1 year of MSF experience as Medical Coordinator
- Degree in Public Health or Epidemiology and/or basics in humanitarian law is an asset
- Experience in epidemics, public health, IDPs and refugees, emergency responses is an asset

CONDITIONS
- Expected starting date: 25 August 2025
- Location: based in Brussels* (Belgium)
*Due to legal administrative constraints, given the duration of the contract, candidates must already have the permanent right as Belgian or EU national, and/or valid work permit with mention of "Unlimited access to the labor market" to work in Belgium
- Contract type: Fixed-term Full-time
- Contract duration: 15 months
- Mobility: 4 visits in MSF projects per year expected with length of 2-3 weeks
- Salary according to MSF-OCB HQ grid – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
